This 71-unit apartment complex is located in the Irvington neighborhood of Baltimore City.  Volunteers of America Chesapeake purchased the complex in February 1997 through HUD’s LIHPRHA program — a program designed to ensure that HUD properties owned by for profit sponsors remain as affordable housing to low-income families.  Renovations to improve the deteriorated property were completed in Fall 1997.
